Signature of the convention of budget support to health convention, education and agriculture on C2D funds
SIGNATURE OF THE CONVENTION OF BUDGET SUPPORT TO
HEALTH, EDUCATION AND AGRICULTURE ON C2D FUND

The Minister of Economy, Planning and Regional Development, Mr Emmanuel Nganou Djoumessi, representing the Government of Cameroon, the Africa Deputy Director of the French Development Agency, Philippe CHEDANNE and the Ambassador of France in Cameroon, Christine ROBICHON have process, on October 31, 2014, at the signing of the budgetary Aid Convention targeted of the amount of € 18 million, so 11.8 bn CFA, dedicated to the health, education and agriculture.
This signature follows the contract signed between the Republic of Cameroon and the French Republic on 1 July 2011, which defined the general framework and terms of application and implementation of the additional bilateral effort of France relative to French public development aid for the period 28 April 2011 to 27 April 2016.
At the request of the Cameroonian authorities, the second C2D, amounting to € 326 million (about FCFA 214 bn), was primarily centered on agriculture and rural development (60%), urban development and infrastructure (34%) and training (5%).
The Franco-Cameroonian Strategic Orientation Committee (COS) meeting of July 10, 2014 has approved the cancellation / reallocation of three projects of the second C2D not yet instructed and decided to set up a targeted budget support.
This budget support will help to finance certain priority of the Cameroonian government in the areas of employment of the two C2D contracts running. This is, in an indicative title, the sector of health, education and agricultural development. It will finance:
* ARV supplies;
* The clearance of arrears of the State with regard to the Central Drug Purchase (CENAME)
* Preparatory work for the agricultural census (most recently in 1984);
* The supply of agricultural inputs;
* The payment of the 2014 grant to networks of denominational private education to facilitate the resolution of teachers’ salaries.
A tripartite mission (Ministry of Foreign Affairs and International Development - Ministry of Economy and Finance - French Development Agency) to review C2D midterm came this week in Cameroon to learn from the implementation of the second C2D from exchanges with government departments and collect strategic directions that could be be an accompaniment in the third C2D which is coming.
